Here is a quick solution the problem of not being able to open quick web on ur laptop.
Im writing this post especially because after hours of searching the web I couldnt find any specific solution to the issue at hand. therefore i did a little trouble shooting myself and got the solution therefore im sharing it here with everyone, hope its helps.
there are three basic problems with the quickweb application installation:
1. it does not install if your missing HP_TOOLS partition drive in ur system.
2. It will not install if u have the partition but tried to create it urself, or if its not FAT32.
3. this i found on my own, there is a small zip file named 'init.gz' found in the quickweb folder created after intall in the hp_tools partition.
Now i shall elaborate on each of the problems causing issues with quick web described above.
1. if your using windows 7 64bit like myself then you are allowed only 4 primary partitions in your system. and if you try to create a 5th then windows disk management asks to convert the drive to DYNAMIC. DO NOT CONVERT the drive to dynamic that will stop windows from starting on your system. windows OS DOES NOT RUN ON DYNAMIC HARD DISKS. I made the mistake of converting it to dynamic and its was next to impossible to retrieve my old system back, without having to reformat my hard disk and install a fresh copy of Win7.
Solution: Instead of trying to create a 5th partition try to convert the existing 4th partition in to FAT32 by using the software EaseUS partition, can download it from the link below. its freeware which i used.

U can use this to convert your existing partition into a fat32 primary partition. in order to do this delete the existing partition you want to dedicate to Hp_tools partition. once u delete the partition you will lose all ur data on that particular partition therefore it is recommended tht you backup all ur data.
Once u have deleted it u will notice that the disk wil show unallocated space.
see the picture below.
just apply the changes to the program and close. let the unallocated space stay like than dont convert it to FAT32 from thins program.
2.then next step instead of creating the fat32 primary partition urself.
Use the hp software like i did to let the HP software create the hp_tools partition itself from the unallocated space.
U can use the hp software HP bios update UEFI its file name when u download it is sp 51327. depending on which model you have the file name will be different, but the software name will be the same i.e.HP bios update UEFI. below is the link for the software for probook 4530s win7 64bit.

once u start the setup it will prompt you that no HP_TOOls partition is detected would u like to create one. choose YES. the program will automatically setup a partition named HP_TOOLS fat32 of only 5gb.
Now instead of keeping it 5 gb used the easeUS partition to merge the remaining unallocated space with this new partition.
3. ur half way there now all you have to do is install a fresh copy of quick web on ur system. once u have done this u will notice that in the HP_tools partition there is a folder named quickweb open it.In it you will find a winrar file named "init.gz"
just extract the file in the same folder and ur done. hopefully u can shutdown your system. use the quickweb dedicated key to start the quickweb.
Also in my research i came across information regarding enabling the quickweb option in the bios setup and on windows aswell.
U have to enable Quickweb in the bios setup just follow the steps below:
To do that here are the steps for it...
Enable Quickweb in BIOS
Power on the notebook and repeatedly press F10 to enter the BIOS setup utility.
Use the right and left arrow keys to navigate to the System Configuration menu.
Use the up and down arrow keys to navigate to Boot Options, and then press the enter key.
Navigate to Quickweb and select Enabled.
If desired, update the value for Delay to Boot Windows.
Press F10 to save and exit
Enable QuickWeb in Windows environment(ONLY DO THIS IF UR QUICKWEB VERSION IS OLDER THAN 3.0 OTHERWISE SKIP THIS STEP)
In the Windows environment, click Start, All Programs, HP Quickweb, Quickweb Configuration Tool.
Click on Status tab.
Select Enable Under Enable Quickweb to automatically launch upon computer start-up
If you choose to select Enable countdown timer, set the timer to at least 15 seconds to allow enough time to use QuickWeb before Windows automatically loads.

Yes u can use 3.1 quickweb. Once u install the Quickweb file in the HP partition , there is a winrar file init.gz u will definitely find the file in the HP partition , or where u decide to install quickweb. just look at the path location of where u installed quickweb. Id recommend only installing quickweb on the HP partition drive otherwise it wont work.
